it was vetoed by Truman because it went against constitution and would give communist a strong argument against USA's government

The McCarran Internal Security Act created the Subversive Activities Control Board, and made it so communist organizations had to register with the Attorney General of the United States. It was vetoed by Harry Truman, but his veto was overridden by Congress.
