Ho Chi Minh formed the Vietminh in 1941 to fight the Japanese during WW2; after Japan was defeated by the allies, and WW2 ended in 1945, they went after the French in 1946.
World War 1 involved all of the world powers at that time. They were divided into two groups: the Allies and the Central Powers. The Allies group mostly consisted of the United Kingdom, France, Russia, and Italy. The Central Powers were formed around Germany, the Ottoman Empire, and Austria-Hungary.
In the year after the surrender of Japan, the allies moved in to ensure that they did not continue their war efforts. Many sanctions and limitations where put into place which still exist as of 2014.
