Who was least to blame for World War 1?

The least to blame if is Great Britain. Obviously, all the other countries were in high tensions, G.B. did not do anything except the arms race which did not involve anything. Britain did make an alliance earlier with France which Wilhelm the second tested by taking lands to see if G.B. would help and they did but G.B. did not start the war. If i had to list countries for who started the war it would be Serbia and Germany. Germany wanted to interfere a lot and start war while Serbia was the murderer of the Aus. throne leader. I still feel like Serbia could not stop the attack knowing it came from a group of terrorist and not a government thing which Austria just happened to call war on because of all the tensions and because they had Germany, a strong mil. power, along with them.

The least to blame was Belgium. They were a neutral country Germany invaded on its way to attack France.
