Admiral John S. McCain was appointed CINCPAC (Commander-in-Chief of the Pacific Command) in 1968 and excercised command over all ground and air forces during the Viet Nam war until 1972. In-theater commanders reported to him and he reported through the Navy chain of command to the Joint Chiefs of Staff, who in turn, reported to the President.
