If you want it to grip, drill a 9/64 hole. For a clearance hole, drill 7/32.
The recommended drill size for a 12 screw is 5/32 inches.

Use the bracket that comes with the blinds. Go to the hardware store and buy some 1/2" self tapping metal screws with a hex head. The end of this screw acts as a drill bit and -after spinning on the metal for a while - drill a hole for itself into the metal. Use these to install the blind brackets and then just pop the blinds headrail into the bracket.
A 3/16 inch pilot hole should be drilled for a 12 wood screw.

It is a small drill, a mechanical driving tool that may have bits that you insert to screw fasteners tighter or looser, mostly it has bits you insert that will carve or drill holes or also cut or sand things. It is so small it is called 'mini.' 12 v means it runs on 12 volts of electrical power, so it probably runs on a battery that can be recharged, but might also plug into house current with a DC converter to make it run on 12 volts of power.
A 12v Mini Drill is just a small drill with a 12 volt power supply. This can either be with an a/c adapter or rechargeable 12 volt battery.
If the framing is wood, you use the #6 x 1-1/8 drywall screw. If the framing is metal, you can still use those screws, but I find it goes faster if I use #4 x 1 inch drill tippedscrews. About 50% more to buy (at Drywall warehouses) but they save lots of time.
Depends on the size, but in general at least 2-3 times the cost of a comparable regular drill. I have a 1 inch diamond holesaw bit that cost $26 -A regular steel one is about 8-9.
