Hook up direct wire leads from the battery to the fan terminals to check the fan operation. If they don't work, then the fans are bad. If they do, then check the fan relay.
previous owner probally hooked the orange wire up to the battery cause it kept blowing the fuse due to short in the wiring system for the fan. hook up a toggle switch inside the car so you can turn the fan on and off at will.
I had a 1994 Grand Am SE and it had the same problem. The fan is probaly not working. When you are going down the road, air enters the front of the car and helps cool the radiator and engine down. When it is sitting the fan should come on. It could be a relay, but it probaly the fan. We had the fan replaced and that fixed it. i had that problem too. if you have the know how you can hook up your existing fan straight to the battery to see if it is indeed a relay or the actuall fan. if your fan still works then try the relay. you can also hook up your fan to a toggle switch inside the vehicle, or run it to a switched hot terminal in your fusebox and it will run as long as the car is on. I also had the same problem I just took the fan out cleaned it and oil and greesed up the motor and insie and now it works fine. I had that problem too, I changed the engine coolant, and somehow that fixed the problem.
Coolant temperature sensor may be bad and giving false reading the the computer, therby not giving output command to the fan.

The relay is more likely to fail than the fan. Easiest way to check is to disconnect the electrical connection to the fan and hook it up to two substitute wires ... one to the battery and the other to a ground. If the fan runs, you know it works, so your problem is either in the relay, the wiring, or a temperature sensor.
I am currently having similar problems with my cougar. It could be your fan relay or as it seems to be in my case your fan motor could have seized up and frozen. Unplug the fan and then try spinning the blades by hand, if they won't move you'll need a new fan motor, and most likely new relay. I have seen brand new fan assemblies go for anywhere between $75 and $120. Hope this helps.
Forgot to mention that the A/C controller is not the one that you see on the dashboard. This one is a little blackbox that sits behind the dashboard. Check the A/C Controller. This controls both the fan relay and the fan. on escort models if the fan is good, it is usually the connector at the fan motor that is burned up. The fan motor is on the passenger side, underneath the dash.

to shut the fans on and off by yourself. remove the connector for the wires at the fan. hook a wire from the positive on fan motor to the inside toggle switch, do not hook to switch yet. run a wire from the positive on battery, hook to battery after hooking up switch. hook up the wires to the switch. then the battery. its up to you if you want to install a 15 amp fuse in line from battery to toggle switch.. you can also get the power from the fuse box instead of the battery. this should work for you. if not you may need to ground the other fan wire.
The electric fan is not operating. Either the sensor that controls the fan is bad, or the fan motor has burned up. Possibly, something is jammed in the fan, and preventing it from turning. Could also and most likely the relay has failed, the fan motor could have failed 1st and this will burn out the relay. Look for other cooling issues, I have posed a detailed desription on how to replace the relay without removing the front facia.
