How do you get Poketch in Platinum version I have 3 coupons from clowns but can?

I think that it is the same for Platinum as in Diamond and Pearl, which is go to the Pokétch Company and talk to some guy and if you have the coupons he'll give it to you.

The three clowns in Jubilife City are rather easy to find if you know where to look. The First clown can be found between the Pokemon Center and the Poke Mart. The second clown is found near the Poketch Company Headquarters. And the final clown can be found outside of the Jubilife TV Station.
