the front side markers should have a screw on the outside if it does then remove that then open the hood and look for a little peice of plastic that is connected to the sidemarker then just pull it out torwards the front of the car. if it doesnt have a screw then it should just have one when you open the hood and then just pull it out straight forward.

Because the lights were turned on manually instead of letting the automatic headlight illumination circuitry do its own thing. Turn the switch to "OFF" - it's part of the turn indicator arm.
