You get the surf HM and beat the gym leader. Then teach it to a water type(or arceus) and go to acuity lake then walk to the edge of the water and press A. It will ask you if you want to use surf. Say yes.

You will see Champion Cynthia,(You don't really battle her because you're too weak.)talk to her and then receive the necklace(or the bracelet,i forgot)and the secret potion and if you are playing pearl you will find alot of bonslys go to celestic town and then talk to the lady next to the water, by the pokecenter. Battle the grunt at the ruins or mess with him and go in. Now read the picture. The old lady will be in now and ta da! The Hm surf and access to Fantina!!!!
How do you get snorunt in Pokemon Diamond?
In order to get a snorunt in emerald you have to go to mosdeep and surf behind it until you reach Shoal Cave. Then you go to the room with the slippery ice. In the room is a Nevermeltice and TM07-Hail. keep searching until you find one. I think snorunt are rare so if you want catch one and then catch some more with repeat balls. you can make snorunt evolve into Glaile or you can migrate it to a Pokemon DS game (it has to be a female) and make it evolve into frosslass with a Dawn Stone. You might not have taught surf to any of your Pokemon. If you are actually trying to swim and not to surf, the game just isn't set up for that. There are lots of places where other people can swim, but your character, as a little kid, might not be able to handle it... and the game doesn't want you to drown.

All you need to do is get Surf, and surf around in the middle of Lake Verity for a while. It takes a long time, but you will find a shiny Garydos. You can get an Action Replay. On Action Replay, you can get a code for all wild Pokemon being shiny.
