The New Jersey Plan was made by the small states to counter it, proposing that each state get an equal amount of votes to be fair. However, the large states contended that they couldn't possibly represent the varied opinions of a huge population in the votes of just a couple representatives. The debate was settled in the Connecticut Compromise. The US would have a bicameral legislative (2 houses): One with the number of votes determined by population (The House of Representatives), and one where each state got just 2 votes (The Senate). Both houses must come to an agreement before a law is passed and each have checks and balances on each other.
