The Virginia Plan wanted to give states congressional votes based on population (more people = more votes), but this would mean smaller states would have less power and influence in government. The New Jersey Plan was made by the small states to counter it, proposing that each state get an equal amount of votes to be fair. However, the large states contended that they couldn't possibly represent the varied opinions of a huge population in the votes of just a couple representatives. The debate was settled in the Connecticut Compromise. The US would have a bicameral legislative (2 houses): One with the number of votes determined by population (The House of Representatives), and one where each state got just 2 votes (The Senate). Both houses must come to an agreement before a law is passed and each have checks and balances on each other.

The Great Compromise solved the debate created by the New Jersey Plan and the Virginia Plan. The New Jersey Plan was proposed by William Paterson in response to the Virginia Plan. The Virginia Plan wanted Congress to be based on population; states with larger populations would have more representation. Those states with small populations were against this idea. Their solution was the New Jersey Plan, which would give equal representation to all states. Both the Virginia Plan and the New Jersey Plan were not accepted. Instead, the Connecticut Plan, or the Great Compromise, was adopted. This created two branches in Congress.
