Major Kong is a B-52 pilot, and has been ordered to go bomb the Soviet Union. When he gets the order confirmed, the music starts.

When the background music starts, it's:

"When Johnny comes marching home again, hoorah, hoorah,

we'll give him a hearty welcome then hoorah, hoorah,

the men will cheer and the boys will shout,

the ladies they will all turn out,

and we'll all feel gay when Johnny comes marching home."

Major Kong then tells the crew, and as part of that, tells them that "There's probably crew promotions for all of you, no matter what your race, your color, or your creed is!"

The dark joke is, of course, there's nowhere to come home to ... both the US and USSR will be devastated by "The Doomsday Device". And worrying about crew promotions on a suicidal run into the USSR is about the least of their worries.

When a nuclear-tipped intercepter missile locks on them from fifty miles away, the tension really goes up.
