You probably mean Marina Sirtis, a British actress of Greek descent if I am not mistaken. She played Counselor Troi in Star Trek; The Next Generation in the late 80's and early 90's. Originally she wore a minidress uniform like the females in the 60's Star Trek, but it was soon replaced by pants, as worn by females in the pilot episodes, as Star Trek fashion turned full circle.

You may be referring to the Star Trek: The Next Generation crew on a Holodeck, sailing on a 19th century naval ship (also called the Enterprise). That film is Star Trek: Generations. The characters that were present in that scene are Captain Picard, Commander Riker, Commander Data, Commander LaForge, Lt. Commander Worf, Counsellor Troi, and Dr. Crusher.
Actually they were. Originally, Dekker and Ilia were going to be regular characters on the cancelled show Star Trek: Phase Two, but when that got cancelled they used them in The Motion Picture. When The Next Generation came around, it seemed logical probably to revisit these characters (or rather, characters like them) so they likely patterned Riker and Troi after them as an homage to the Phase Two show that never was... as well as to TMP, after a fashion. It beast the original plans they had for Troi, one of which had her with four breasts (I kid you not!).
