A culture is defined by the customs, laws, rules of conduct, rituals, dress, music, literature, language, philosophies, religion, mode of livelihood (not so much now-a-days) that the people involved utilize. (If there are no people in a culture then it is a dead culture). Now being a vampire would only be one facet of a culture, it is not a big enough trait by itself to define a culture. Every culture has the potential of having a vampire sub-culture or faction within it.

This is because the vampires retain the culture that they had when they were living and are incapable of major change now that they are dead. (Most people are incapable of major change.
