Yes, Regulus Arcturus Black was a Death Eater. He discovered Voldemort's Horcruxes after Voldemort borrowed Kreacher, his house elf, to hide one of them. Harry and Dumbledore find the locket Horcrux, which is the one Kreacher helped hide, and discover it is a fake. Inside is a note left by R.A.B who planned to destroy the Horcrux. Regulus gave the Horcrux to Kreacher, told him to destroy it and we then killed by the inferi. Nobody knew he had betrayed Voldemort until Harry, Ron and Hermione discovered he was R.A.B.
Presuming you mean in his efforts to destroy Voldemort's horcruxes, Kreacher was his partner.A wife or similar partner was not mentioned; he was still very young when he died.
He wanted to back out of being a death eater because he believed what Voldemort was doing was wrong and he tried to kill his house elf (Kreacher). He talks about his own death in the note because he knows that once he drinks from the lake the inferi will drag him down and he will drown.

Regulus basically killed himself, or rather, committed suicide. He went with his house elf, Kreacher to the cave where one of Lord Voldemort's Horcruxes was kept and did what was necessary to acquire it. After ordering Kreacher to go back home without him, he pretty much allowed himself to be dragged down into the lake with the Inferi to his death.
