They had been united as a result of Lord Durham's report. The most important achievement of the province of Canada was 'responsible government.' The capital of the province of Canada shifted back and forth among Toronto, Kingston, Montreal and Quebec City. Finally it settled in Ottawa. So to say the capital of Canada has always been Ottawa is not entirely accurate. But it is accurate to say that the capital of Canada in 1867 was Ottawa, and it was true both before and after July 1, 1867.
