At that time Russia was a very backward country. Economy was based on exclusively on agriculture, and even agriculture was underdeveloped. Peter was fascinated by Western Europe and after a tour (in disguise) to Western Europe, he decided to copy what he had seen abroad and modernise his country. Peter the Great believed that to become a "world power" Russia needed a 'window on to the West '(he moved the capital to St. Petersbug) better ships, shipyards, a better navy and army, and most of all several new industries, as well as seaports.
Peter the Great built a new capital city St. Petersburg and waged a long war against Sweden to win territory along the Baltic Sea. He mainly wanted a water route for Russian ships since Russia was a landlocked country without the Baltic Sea access. It is a modern beautiful city with pastel color buildings and palaces and celebrates its history of sailing and ships. Founded by Peter the Great in 1703 he secured the Neva River and began to build. The area he chose was a bogland that flooded and more than 40,000 Swedish prisoners of war and peasants worked and died there. Very little of the early city still exists because it was made of wood and didn't weather well. I visited the city in 2008 and found it equal to any European city today. The city has canals like Venice, Italy with 41 islands that are connected by bridges. Outside the city is Peterhoff the palace of Peter the Great and it can be reached by car or by hovercraft down the Neva. In the summer months the city is so far north that it never gets dark and its location is only 500 miles from the Artic Circle.

i don't think they build ships out of concrete, because there weight is to great to there surface area, wood is the best for a ship but weak compared to some steel ships, but in the sea all ships are vunerable.
