I doubt such a film was made in the thirties or forties- the depression and war were serious enough problems, and people flocked to the cinema palaces for escape not serious social examination. Based on your description it is physically impossible for regeneration of human limbs to work like that. It may have been an underground Horror flick , but by indirectly showing the handicapped in a negative light, would have violated the tenets of the Production Code, which also barred comic or bad-guy clergymen, even though they do exist (and how) in real life.
