When a person avoids listening to the conscience, fear, anger, resentment, even illness result, but the good news is, we can always, once again listen and do those things which we know we should do, and avoid things not good for us or others, and let it be healed.

The idea is that if people are afraid, they will look to a source of strength (i.e., the government) to protect them. Consequently, when the perception of a strong government saturates societal thinking, it appears unwise to argue or fight against it. People become afraid of the very government that protects them. Because they fear their government, they do nothing (i.e., "keep the peace").
Anger is generally considered a secondary emotion used (learned) to mask other emotions, including fear, shame, embarrasment, etc. It is a person's reaction to fear, not fear itself, that is learned.
