Moderates: leaders of the first phase of Congress politics were called moderates because their demands were modest and mild and they wanted to peacefully bring about changes in the Constitution of the country. Some of their demands were:Increase the powers of the Legislative Councils and create councils in provinces where they do not exist.Cut Government expenditure on administration and army.Expand welfare programmes and promote education.Extremists: A new trend began to emerge in the Nationalist Movement. The new leaders who represented these trends felt that mere petitions would get them nowhere. They had no faith in the British Government. They had no demands. They made the realisation of self-rule their goal and believed that the need of the hour was an active opposition to British rule. These leaders came to be known as the extremists

Moderates believed in peaceful methods ( i.e. by writing letters for their demands)whereas extremists believed in protests ( i.e. hartals and strike).
Bal Ganghadar Tilak, Bipin Chandra Pal, Lala Lajpat Rai and Aurobondo Gosh these names appear in extremists list. They vigourously fought with British rules.

Moderates do have their own beliefs, but they are more likely to consider the beliefs of others before making a decision. Sometimes, critics accuse moderates of being too willing to be inclusive; but supporters of this philosophy say that it is useful to respect the views of others and try to seek a middle ground. Extremists, on the other hand, do not believe any middle ground is possible, nor do they think a middle ground is necessary. Extremists tend to be dogmatic and unyielding in their opinions; they believe their way is the only way, that other perspectives are totally wrong. They are unwilling to consider or even listen to the views of others, since they believe (in the domain of politics) the views of their opponents are without any merit, or in the domain of religion, they see the views of others as immoral and sinful. Extremists are likely to try to shut down debate, since they expect that only one viewpoint-- theirs-- should be followed. In some cases, extremists will espouse censoring any discussion, or in other cases, they believe in eliminating "wrong ideas" by imprisoning or killing their opponents.
