Well, you mean as the capitol? Because for one thing according to Torah, it is the location of Mount Moriah, where Isaac was saved from being sacrificed by his father Abraham through God's intercession of a ram. It is where "Judaism" kinda first began in the land later promised to Moses for the people. Mount Moriah is within the Temple Mount, and in fact the Dome of the Rock, Islam's house of worship there, encloses the "peak" of Mount Moriah and is exposed within the sanctuary. There are other reasons including the fact that the area was populated by Noah's descendants.
Some also believe it was because of the great distress it caused in one area of the 12 tribes when David was in another for too long. So this was also a neutral area in the original 12 tribes. (ex. If David stayed in the North too long, the South felt like they were being betrayed...)
