There are quite a few Penguins in Cape Town...one spot in particular, "Boulder's Beach" near Simons Town.

Also, Robben Island (in Table Bay - a few miles from the Cape shore) is pilferated with bird life. Endemic to this area are sea birds, penguins, gulls and more...

Cape Town (and the Cape) would seem to be the place to find penguins in South Africa.
