Disconnecting a wire from a battery would break the circuit. If the battery was powering a bulb, the lamp would go out.
Most cars have a switch to disable the cruise control. To permanently disable the cruise, remove the fuse for the circuit.

I don't know why you would want to disable them... but; 1- if you need to do repairs and you're afraid that they might trigger then UNPLUG BATTERY and you're safe. 2- If you don't want airbags while driving then you will have to go to the dealer as only they can disable the airbags, and or shops using VAG COM software but they need special dealer code when accessing that special module in VAG COM which not everyone/ every mechanic has.
