In my humble opinion this sounds like a vacumn leak issue although it could easily turn out to be more. Try having someone keep the engine running nad see (hear) with your head under the open lid if you can detect a hissing sound. The hoses that you should concentrate on are small, quarter inch kinds of black rubber tubing that run all over the place.
If that doesn't correct the problem I would suggest a fuel issue

The running lights on the 99 Grand Cherokee are optional they do have a place to put in a fuse inside the engine compartment on most 99 Grand Cherokees. Although does not include the fuse go to a local auto store to get one.
