With a proper kidney friendly diet it is possible to raise your GFR. I went from 54 to 73 in about 14 months. So strictly limit salt, protein, potassium, phosphorus (if it is pre-packaged - assume it is high in phosphorus - dark colored soda pops are also high in phosphorus. Milk too - dieticians of Canada site has a list of phosporus containing foods if I remember correctly).
I don't have a lot of the risk factors for kidney disease so that may be part of the reason my numbers raised so easily. I don't have high blood pressure or Diabetes. But I have heard of people who get these conditions under control raising their GFR's too.

A healthy diet. You can't increase it, but bad health can decrease it.
Generally speaking, it would increase. However, it depends on the reason for the hypertension. For instance, if there is an obstruction or constriction of the renal artery (stenosis, malignancy, etc...) the physiologic affect would to increase the body's BP. This is due to the fact that the obstruction is decreasing hydrostatic pressure to the glomerulus, and transiently decreasing GFR. The body compensates by increasing BP to increase GFR. Patients that present with a renal artery stenosis could in fact be hypertensive with a decreased GFR.
