A chord is defined as basically two or more notes played at the same time, so any instrument that can only play one note at a time cannot play a chord unless two or more of that same instrument are playing at the same time. Common examples are Trumpet, Trombone, Clarinet, or most any wind instrument.

Any instrument can play with an orchestra -- when the instrument is written into the score. Options may include a lute, lyre, castanets, and so forth. These are instruments that are not standard orchestral instruments.

Other instruments are more common in an orchestra: a harp, piano, clavichord, organ and piccolo. Other instruments are rarely written into a score, including Saxophone, mandolin, guitar, fife -- and more.

Finally, the most common instrument -- the human voice -- is often used with an orchestra, but then it's called a chorus, or an Opera.

All wind and brass instruments dont play chords. Such as ; ..

Trumpet, Trumbone, Tuba, Basson, Obo, Flute, Picallo, Clarinet, Recorder etc...

also drums cant play chords.

No. Chords are a collection of multiple certain notes. Not all instruments therefore have the capability of playing chords. For example, the Bass Guitar or trumpet can only play one note.
