you can only adjust the rear drum brakes buy turning the star wheel on the automatic adjuster. there is a black rubber plug you can remove on the back of the backing plate to get the star wheel. or you can take the wheel and drum off and adjust it that way.
YOU would actually have to remove the brake drum and measure them ,the width of the shoe then measure across the diameter of the drum .

Your rear brakes (drum) are probably so worn out that the shoes are trying to rotate with the drum and lock up. There is an adjuster inside the drum & you might can tighten the shoes, but if they are that worn out, then replace the brake shoes.
First, determine if they are disc or drum. If drum, remove the drum and replace the shoes. If they are disc, remove the caliper (and disc if necessary) replace the shoes and reassemble.
A 2000 Jeep Cherokee would have rear drum brakes.
