Front or back wiper? If it's the back one, it'll probably be easier to fix. Start with the basics, make sure power is getting to the wiper. If not, either there's a short circuit or perhaps a broken wire somewhere. It's also entirely possible that the switch itself is bad. ***The multifunction switch located on the steering column is notorious for broken wiring. If you look at the side closest to the dash, you can just see a bit of wiring. Chances are there is a break. Any problems with the cruise control will usually begin there also. To remove just twist and pull while standing on the drivers side. Before you do change it, attach a fishing line securely to the wiring coming out of the column, so that you can use it to direct the new wire through the column. Otherwise you have a lot of under dash work. If you are not fussy about appearances, just zip tie the new switch wire to the underside of the column.
They are both located under the plastic wiper cowl in the area between the hood and windshield. Remove the wipers (if you aren't sure how to do that you pull the tabs about 3/4 of the way out) then you remove the screws in the wiper cowl. Once it is removed you should see both the wiper motor and control bar.
