Most factory remotes have to be programmed into the vehicles computer by the dealership, and cost a fair amount to have done - something about security...

I just saw a post that said to take out the little key, insert a small flathead screw driver into the fob, and it should pop apart to allow battery replacement.
A programmed RKE fob (remote) or a chipped key is required.
Try unlocking either the driver's door or the liftgate with the key.
If the security system on a 1991 Jeep Cherokee will not allow the jeep to start and the key will not turn in the lock, disconnect the battery for a few minutes. Try the key in the lock with the battery disconnected. If it works the first time, reconnect the battery and the system should be reset. If the key does not work in the lock, reconnect the battery and reprogram the key fob.
OK ON MY 98 AND I BET YOURSWILL WORK THE SAME. OPEN THE PASSENGER DOOR (EITHER ONE) THEN LOOK ON THE SIDE OF THE DOOR THAT HITS THE JEEP WHEN IT WHEN CLOSING THE DOOR. WHEN YOU LOOK THERE YOU SHOULD SEE A SMALL SWISH WHICH YOU CAN EITHER PUSH UP OR DOWN. THERE SHOULD ALSO BE A STICKER MARKING THIS, SAYING UP OR DOWN LOCKS..IM NOT FOR SURE BUT BY PLAYING WITH IT YOU'LL BE ABLE TO TELL...THIS IS ONE OF MY FAVORITE FETURES OF A JEEP...MY GRAND DAUGHTER WHO IS 4 WAS SO MAD WHEN SHE FOUND HER DOOR DIDT WORK AND OPEN LIKE MOM AND DADS :>} There should be a little lever style switch right where the door latch mechanism is
I have a jeep 1994 Jeep Grand Cherokee and found this answer on this site under programing a 1995 jeep Grand Cherokee. Its a very good description uses the same FOB.

Have you replaced the battery in the fob?
I believe you have to take it to a Jeep dealership & they can program it. If you keep pressing the unlock button on your key fob (about four times) it will start chirping. The same for locking.
I am trying to find out how to do the reprogramming, but haven't found out how, but did find out that from 1999- 2004 the door lock fobs are interchangeable. You may need to take to Jeep dealer to actually get it programmed, but at least you won't have to buy a new fob.
