I have a jeep 1994 Jeep Grand Cherokee and found this answer on this site under programing a 1995 jeep Grand Cherokee. Its a very good description uses the same FOB.

I am trying to find out how to do the reprogramming, but haven't found out how, but did find out that from 1999- 2004 the door lock fobs are interchangeable. You may need to take to Jeep dealer to actually get it programmed, but at least you won't have to buy a new fob.
Have you replaced the battery in the fob?
I believe you have to take it to a Jeep dealership & they can program it. If you keep pressing the unlock button on your key fob (about four times) it will start chirping. The same for locking.
A scan tool is required.

To change the key fob battery in a 2015 Jeep Grand Cherokee, first, locate the small slot on the side of the fob. Use a flathead screwdriver or a coin to gently pry open the fob. Once open, remove the old battery, noting its orientation, and replace it with a new CR2032 battery. Reassemble the fob by snapping the two halves back together until they click.
