No sir, you must be mistaken. 1.9 amps even at 110 volts would be lethal. Stun guns work in the 0.0015 to 0.003 amps. No way to determine voltage without additional information.
I am no expert but until someone answers for sure Im going to help you out and say that yes a 24volt charger will charge a battery slightly. You will in no way get up to 36 volts or the right amounts of amps (volts are like how fast water can come out of a pipe, and amps are like how much water is actually coming out, wide pipe=lots of water; small pipe=less water. but moving both at same speed.) So yes Im pretty sure your 36v batt will capture some electricity and bring it back to mid-low volts (5-15) but you should really find a 36v charger for you 36v battery. if you find this charger keep in mind that the lower the amp rating of the charger (say 1amp -3amp) will take longer to charge the battery but its better for the battery. Higher amps are for fast charges in an emergency and will lower battery performance and life over time.

I suspect you are referring to an external power supply for a device, which consists of a transformer and a smoothing circuit of some kind. Look on the device it powers, there may well be a rating plate or an input fuse. You might also find a VA rating or wattage rating. If so, Google for power formulae to manipulate to find amps.

It all Really Depends on the High and Weight of the Person - "Attacker" From what i'v Personally Heard from using those a Lot, I think the Best stungun you'd Possibly buy would be a 1Mil Volt one or over due to the fact from what i know it is the High Strength ones that really do a lot more Damage and that will work for almost any Human. ___________________________________________________________________ But to be Totally Honest with you, I believe that a Stungun with using Volts is Far to Ineffective were as one i would rather have would be one that uses the Most Am mount of Amps you Could make it Fire, Because the one using Amps Compared to one using High Voltage would kill the Attack and render them unable to Attack me again.
