My answer would be no. Because Loretta Lynn has her own museum in Nashville. But, country stars do donate special and personal items to the Country Music Hall of Fame. But, if Loretta Lynn's Wedding Dress were at the Country Music Hall of Fame, it would only be there "on a loan," which would mean she could take it back if she chose to do so.
Of course, in the hit movie, "Coal Miner's Daughter," Loretta is not wearing a wedding dress. She's wearing a regular dress that is used anytime.
