I've picked up a few Japanese broadcasts before using a shortwave radio but the main one is NHK. I've been able to hear that in both the UK and the Rep. of Ireland.

Currently to Europe (correct as of April 2012) is 5975 kHz. The programme is only on for 30 minutes each day in English from 0500~0530 UTC.

There are no longer any NHK Japanese broadcasts to Europe any more but you might be able to pick up some of the NHK transmissions to the Middle East and Northern Africa as they relayed from Europe.

Apart from NHK there are other radio stations but I don't really know many that broadcast in Japanese to Europe although they do broadcast elsewhere. You may be able to pick up their transmissions even though they are not aiming at Europe.
