Depends entirely n how big of tires you want to mount and how much you want to spend. You can squeeze 29" tires under a stock Grand Cherokee and then you go up from there. You get what you pay for when you buy a lift, a cheap lift will handle poorly and can be unsafe.
A stock Cherokee with no lift should fit 30" diameter tires on stock wheels, but there may be some rubbing when turning and going over bumps. If you throw a 2" lift kit in there, it'll take 31"s and shouldn't rub.

Absolutely not, the XJ has leaf springs in the rear, and a TJ has coils all the way around. Not to mention other suspension components are completely different.
The maximum tire size for the 2010 Jeep Wrangler Unlimited with the 3 inch lift kit is about 33 inches in height. Tires that are taller than this are not recommended for the Jeep Wrangler.
