Problem solved this way. The Jeep had a dealer installed theft protection system that went over and above the factory installed one in features. It had lots of unused wires and stuff as remnants of the system that was declines at purchase time...they try to sell the upgrade and if refused, take the heart away and leave a bunch of wires. In looking at the fuse box, one white wire fromthe mess of security wires was running to a fuse. I figured that's where I would start. I pulled the fuse and the lights went out. I removed the white wire that was jumped to the fuse, replaced the fuse, and now everything is back to normal. The headlights are off when in the off position. On when in the on position, and auto-on when it gets dark when in the auto position. It appears that the additional security system the dealer installed for the dealer-lot peace of mind may have included features that would turn lights on if you banged the window or body, jiggled the door handle, etc. This may have gotten 'stuck' on and disconneting the wire took power away from this shorted or faulty system. The thing have been there since new but went bad five years after the sale.
It is usually located in the headlight switch. It is a automatic reset circuit breaker. When a short occurs it rapidly blinks the headlight circuit on and off so the headlights are not completely lost to allow you to pull off the road safely at night.

I had the same problem, and it turned out to be a short in the wiring. Mine had the Cruise Control located in the steering wheel and when I turned it off...the lights worked fine.

Most headlights are not fused they are wired direct thru the headlight switch... Is your switch bad??
even if you disconnect the battery the headlights stay on????????????? check the headlight switch
because when the battery is connected it is like an on and off switch with the switch in the on position!
The switch will have an "A" position for auto.
usually the headlights have a fusible link near the battery but check for power to the highbeam switch and headlight switch first.
There is not a switch per say, there is a relay on the passenger side by the battery.
that switch does not exist. It simply is activated when you spray your windshield washer fluid onto the windshield. Your headlight switch has to be on. I know your lights are always on, however the wipers for your headlights will only activated if the headlight switch is in the on position.
its got to be two things either your headlights or the headlight switch, theres no relay so straight power from the battery to the switch to the headlamps. just change your headlight and it should work.
check the plug at the back of switch it may be loose

Check the neutral safety switch on the shifter. If you place the shifter into neutral or push the shifter harder into the park position, this may change the switch position to allow it to start. They stay on cause they runnin off the battery. there should be a car headlights switch somewhere by your spedometer stuff...
