My guess would be that this is a built in protective mechanism, probably in the computer system, that protects your Jeep from having it's transmission and drive train ripped out and broken into little peices. These vehicles were never meant to put down short time quarter miles. Why would you want to drive like that anyway?

either behind or in front of the arm of your brake pedal. Follow the brake pedal up until you find a box, either in front of or behind the brake pedal. You will find that the box has a button on it that is activated by your brake pedal, that is the neutral safety switch.

did you check your slave cylinder? is the hydraulic master cylinder leaking? did you try bleeding the clutch at all? what exactly does your pedal do? does it go straight to the floor or does it have pedal? there may be an air pocket in your lines? it could be alot of things you have to be more specific with your question

I have an 08 Liberty and the procedure is: turn key to on position but do not start engine. Press the gas pedal 3 times to the floor in less than 10 seconds. Turn key to off. Light should be out when you restart. Systems are probably similar on the Cherokee.

if you look under the dash at your brake pedal if automatic trans,and if its standard look at the clutch pedal and look for the switch,this is not a hard job to do but it will take patience.
There should be a contact switch just in front of the brake pedal up under the dash panel.
