A right handed person has to send a signal from the right side of the brain to the left side before the signal is sent to the body. A left handed person gets the signal direcly on the left side of the brain, therby left handed person have slightly faster reflexes.
Your resistor is probably bad. Order a new one on line and replace it yourself. The resistor is located right next to the heater blower, which is under the dash, under the glove box.

More than likely you have a burnt out bulb at the front signal light, rear signal light, or brake light on the right side.
One of the front blinker bulbs is burnt out. Replace the bad bulb and the blink should function normaly. you have a front right turn signal bulb that is burned out. the resone it blinks fast is there is less load on the flasher .
First pop your hood. After you raise the hood, and your looking at the front headlights. Directly above the headlights. In each corner of the headlight is a screw. remove that screw and pull the signal light right out. turn it over to replace old bulb. Once your done reinstall turn signal. Then tighten screw back!
Check the fuse for the wipers and replace the turn signal bulb.
Get a creeper and go at it from the bottom, all of what you need is right there.
It has been my experience that a rapid turn signal indicates there is a burnt-out signal light bulb (either front or rear) on the side of the rapid blinking signal. If the right signal is blinking rapidly, the problem is in the signal lights for the right side (front or rear) of the vehicle. Turn the rapid signal on and step out of the vehicle to find which bulb is not lighting.
Open the engine hood. look into the area between the headlight and the turning signal. There is a tab on the turning signal. Press the tab and pull the turning light forward, the entire light will come off. Twist the bulb socket and pull to remove, replace the bulb. If you car still takes the 3157 bulb, you need to have the recall done for the new sockets from Volvo.
Typically, it is a light bulb. Turn that indicator on and check to see if either the front or back light is not working. Some newer cars have turn lights on the front side as well. Compare to the working side to find all the lights that are used. Good luck
