To replace the impeller on a 35hp Mercury outboard motor, first, ensure the engine is off and disconnect the battery. Remove the lower unit by unscrewing the bolts and disconnecting the shift linkage. you have to access the blower through the glove compartment. open the compartment and press the tabs on the sides in the back of the compartment. look inside and the bottom right and you will see the blower motor, remove the three screws and the wire harness, replace impeller and replace motor.
Replace the seal assembly. Your local pool store should have them in stock. you'll have to remove the strainer basket to get to the impeller. The impeller will then have to be removed. the seal is under the impeller. Remove the impeller by taking the back cover off of your motor. Inside you'll see all the electrics of the motor. In the center, on the shaft, it is slotted to accept a 7/16" wrench. Place a wrench on the shaft and twist off the impeller. Replace the seal assembly and put back together.
The pump impeller and housing are mounted on the lower drive unit. When the lower drive is drained of gear oil, lower it. There will be a long vertical drive shaft that stays mounted to the drive. Locate all the ring seals and gaskets and replace with the new impeller.

First, be sure that it is the blower motor that is bad. Is it completely dead. Does it work in only one speed. To replace it, remove the glove box and you will see the bottom of the blower motor. Remove three screws that hold motor in place and it will drop out. Note: You must replace both the motor AND impeller. If you buy a used one from a "bone" yard, make sure it is complete with the impeller installed. They are matched so the impeller is balanced.
