Politics plays a larger role today than in the past. Prior to the 2008 election of Pres. Barack Obama, a president nominated who he liked for cabinet posts, and unless that nominee was particuarly unqualified, he/she was confirmed by the Senate. However in trying to frustrate Obama's ability to govern, the GOP refused to confirm, or even bring to a vote, hundreds of Obama's appointees.

The Senate has to, by majority vote, approve the appointment of the cabinet members by the President.
