There are no evil people, only evil actions. 'Evil' is that which destroys, or prevents from coming into being, a desired state of equilibrium. There are all too many people willing to throw the lives of others into disarray in order to achieve their own desired state of equilibrium. This is unfortunate and often tragic; but to dismiss them as 'evil' is to fail to address the real issue. If condemnation and punishment had any value, we would have built a heaven on earth by now - but all it does is perpetuate the problem. The gentlemen named above would have their own list of 'evil people', and the greatest thing the lists would have in common is that they would all exclude the list-compiler.

Not all people are evil. However, a good bit of people are misunderstood and/or mistreated, and a lot of times that results in one becoming "evil". There are also a lot of selfish people that don't care about anyone except themselves, therefore being evil by not considering anyone else and hurting many others. But not all people are evil. It may seem sometimes by watching the news and reading news articles and with all the shootings and other awful things that happen one may assume that the world is evil as are the people living in the world. However that is not true. While there are many evil people there are many good people too.

However, not all of the acts deemed evil in such books are considered to be evil by the majority of the populace. As such, there is much controversy on the subject. All in all, what is considered to be evil is largely a matter of opinion. You must set your own standards for such. So to answer your question: Yes; a person may be described as evil, but only if you feel them to be so. But naturally, not everyone will feel inclined to agree with your opinion on the matter; especially the person being labeled evil. Few people see themselves as evil, even if many others consider them to be.

Simply because it is more beneficial for themselves. People don't care much about being 'good' because by design a person is selfish. You must remember that a human is still an animal, and animals like to take the shortest, easiest, and best route to being successful. That means usually being evil. Of course, most people have ethics that stop them from turning completely evil from their point of view. Then there is of course the question of what *is* 'good' and 'evil', but all I am going to say about that is that it differs for every person on earth, and there is nothing that is universally viewed as 'good'.
