I think by the term "self sufficient" you mean devoloped. It´s quite a long story and in fact different stories according to the history of each country. What can be say in general, is that after independence the ones who recivied the power were the creolles (criollos in spanish). This people were the sons of the spanish that were born in American land(i don´t mean US i mean the continent as it should be used). So, this people governed the countries but, they were divided. For example in Colombia, there was a civil war between them, because one groups wanted a fedralist systems like US and other wanted to be a central government. The second reason, is that the creolles were an elite very exclusive and represive, specially with indegeanous,poor people black people and other races. This tensions plus the influence of the Socialist Ideas forced those who were repressed to make revolutions and in some cases form guerillas. (Colombia, Peru, some Central American countries), in fact the response to those revolutions were the dictatorships in almost every American country (except for Costa Rica and Colombia).

The third reason should be the economy, since the begging Latin American has been charcaterized by exporting raw materials, that is the cheapest thing on the market , meanwhile if you look closer to other countries like US and Japan, at some time export raw materials (before the world was industrialized) but now they produce the last products of the production chain: high tech technology; computers, chips etc, and also their market services like stock, actions banks are the most importants. However, Latin America isn´t only raw materials, we have some level of industralization but it isn´t enough, the only countries who really are being industralized are Mexico, Brasil and Chile.

This bring us to our final reason that is connected to the others, because our elite is still very disorganized and stil fight each other, its very repressive , because our economies aren´t strong enough there is a very high level of poverty not like Africa but it´s high, there isn´t enough political stability to develop, there are people faming and without house, and what´s worse THERE ISN´T ENOUGH COMMUNITIES OF EDUCATION to form proffesionals than later would make industry.

In fact, the widest gap between poor and rich is in latinamerica, that means that the difference between those who have money and those who don´t is huge.
