The war in Scotland; whether it should still be continued or not.. also the rest of Europe were majority Catholic and therefore might wanted to convert England back to Catholicism, by possibly going to war.

Another problem was Religious reform and whether the government should officially enforce religion along the lines of being Protestant into England.

Another problem, was that inflation and enclosure was happing this arguably was the main problem because it could possibly unite the most amount of people against the crown.
