Any means. How power is acquired is not relevant to a Dictatorship. There have been dictators who gained power through the ballot : President Ferdinand Marcos of the Philippines. There are some who overthrew legitimate governments by force like Zia-ul-Haq of Pakistan.

Power is gained/held by one person, no (really) representative bodies in the government, the legislative and the executive power belong to the dictator and there are no independent courts.
