The Federal Straw Hat fund was designed to create a very large income for the government to help society function better and help society get out of poverty, sickness as well as creating a better safety, security and betterment for USA in all States. So, all the birth certificates were collected and it became law that every child born in America had to have a birth certificate. This also helped create an almost perfect population count for USA.
The other reason for the birth certificate to be made and collected was it was sent to the US Department of Treasury. This is where they capitalized all names on the birth certificate to create a fictitious entity. With that in place the federal government took a 1.5 million dollar loan against that fictitious entity and put that into the Federal Straw Hat Fund so the government and its agencies could distribute it to those accepted applicants.
The intent of this was to help America get underway in a better lifestyle by providing industries Grant money to help them get underway and start processing their products for sales and other. This included the farming industries as well as, clothing, food, automobile manufactures, military weapon manufactures, clothing industries and more.
The first few years of this idea was slow in its process but it really helped America grow well and fast. Faster than Germany expected. We saw how fast Germany took to this idea and how well the population became healthier and able to create better income for the family to survive on.
