The rule "by the people" was not a new idea, but most of Europe still retained their monarchies, and these often came into conflict with the wishes of their people.

The reason for the constitutional democracy in political systems was, that no one body of government would have more power than the other. All branches of the government would have to work together as a team.

An example of this could be, after the American Revolutionary War, when the leaders met to work on the structures and organization of the government for the new nation, the leaders wanted to make George Washington, King of the United States of America.

Washington refused. He pointed out that the nation had battled with a king who had total control and power over all of the people, and that the United States needed to be free and independent for all Americans, and that all enjoy the victory of the rights that were gained by winning the war.

The constitutional democracy they formed protected the God given rights of all people and allowed the citizens of the new nation the USA to vote for those persons needed to run the government.
