As such, Islam is diametrically opposed to the concept of secular law, which it considers to be an affront to the indisputable rule of God.

As concerns the implementation of Secular Law in Islamic Countries, there is certainly an effect. Typically, Islamic religious institutions in those countries try to impose their view of right and wrong through the Secular Legal Structure. (This is not unlike the Evangelical Communities in the United States.) Others attempt to derail the secular system altogether and replace it with Islamist government, such as what occurred in Iran in 1979.
