Jehovah God truly understands the pain afflicting his worshipers; and compassionately remembers our tears and suffering; figuratively storing them up in his skin bottle. They are not just tossed aside as insignificant.

Skin bottles are used for 'storage'.

Even today some desert people use skin bottles. If they're not on their donkeys or camels; you'll find them on the front of all-terrain-vehicles.
