Juliette Gordon Low created Girl Scouts to create something like Boy Scouts, so girls could not only build confidence and character, but build skills and etiquette.

A Boy Scout rally was held in 1909 in the United Kingdom. Several girls attended proclaiming themselves to be Scouts. Robert Baden-Powell chose the name "Girl Guides" and decided that an organization for girls should be run by women so he asked his elder sister, Agnes, to help and, in 1910, the Girl Guide movement was formally founded.

Juliette Gordon Low met Lord Baden-Powell, became interested in the Scouting Movement, helped start Girl Guide troops in London and Scotland, and then came home to the USA where she started the first American Girl Guide troop in 1912. Juliette Gordon Low is considered the founder of Girl Scouts of the USA.
