For example: Jay walking:- Strutting across the freeway in America, could have you face a court and a small fine. In a country like India, you would, at the most, get honked at.

Bad citizen in one, normal behaviour in the other.

Many such variations in acceptable behavior across geographies would make the definition of a 'Responsible citizen' difficult to arrive at.

Following laws, helping people and living by a 'waste not want not' policy is what is required to be a good citizen.
