As for the U.S. Census Bureau's 2000 Census, only four states lacked data for this demographic: North Dakota, South Dakota, West Virginia, and Wyoming - probably because there were less than 100 Cubans in the entire state. Vermont had the lowest demographic (308), and Puerto Rico, as a commonwealth of the U.S., reported some 20,000 Cuban inhabitants.
