You cannot do CPR without their consent due to liability concerns primarily unless you are in some way responsible for the child, like a teacher or caregiver.
Overall this will also depend on local laws and regulations like the Good Samaritan Law, which does vary state to state (California revised their law in 2009).
I recommend that all my students if ever faced with a situation where you have been denied the ability to help to someone in obvious need to call 911 at the very least. This way victims who later pass out, thereby implicitly giving consent, can get immediate help OR if they really don't want to go they can refuse care by EMS.

An AED, or Automated External Defibrillator, is used in an attempt to shock a person's heart--who is either in ventricular tachycardia (V-tach) or ventricular fibrillation (V-fib)--into a effective heart rhythm that will cause the heart of pump blood.
What are the instructions for cardiopulmonary resuscitation?
CPR is a lot easier that is used to be. Here is is in simple steps.
1. Tap and shout at person....say, "Are you ok?"
2. If no response and they seem like they are not breathing, call 911!
3. If trained, tilt head, pinch nose and give 2 one second breaths.
4. In the center of the chest, push down hard and fast 2 inches, 30 times
5. Repeat the cycles of 2 breaths and 30 compressions until an aed arrives or advanced ems arrives. If you do not know how to do breaths, give 30 compressions...wait a few seconds and then do 30 more over and over again.

The only difference an advanced airway would make is that you no longer have to discontinue compressions after every 30 to administer rescue breaths. You can continue compressions at a rate of 100 per minute, and give the rescue breaths with your BVM without pausing after every 30 compressions.

This is important because any movement of the patient will make a false reading inside the AED. The machine is actually looking for a particular rhythm while the pads are connected to the chest. The AED will only shock if there are 2 rhythms present: Ventricular Fibrillation, or the quivering of the heart before it actually stops; and ventricular tachycardia which is defined as over 180 beats per minute.
The law varies from state-to-state with regard to the specific scope of immunity protection granted for administrators of CPR. Federally, under the Cardiac Arrest Survival Act (11/2000), Congress granted immunity from civil damages for administering CPR and using an AED with some restrictions (i.e. immunity does not apply in cases of gross negligence and/or willful misconduct) a. The Federal Immunity protection supersedes state law if no state laws are enacted
b. All States have enacted legislation granting immunity protection * All States have enacted Good Samaritan immunity protection for rescuers administrating CPR as well as for AED programs (with some restrictions in cases of gross negligence and/or willful misconduct or for any person who receives compensation for rendering such services. * In California, for example, Good Samaritan immunity is granted to those trained in CPR and "who in good faith, renders emergency CPR at the scene of an emergency," those who provide such training ("local agencies and other organizations"), and those who provide instruction. a. The law is vague as to whether "non-certified" responders are granted immunity protection when administering CPR.
b. California's CPR Good Samaritan Law extends to those who have been trained in CPR, while California's AED law extends immunity protection to all who use an AED irrespective of training (as long as the individual, firm, or organization complied with the other statutes of the law) * Nationally, bystanders DO NOT have a duty to respond, however, common carriers and businesses have a duty to call 9-1-1 and to provide medical aid until professional services arrive.
